1. THE CODE OF ORDINANCE OF GENERAL SANTOS CITY
June 25, 2013, The Sangguniang Panlungsod enacted the Code of Ordinances of the City of General Santos. It was the first in Region 12 and done without any budget allocation “zero budget”. Under her leadership, the stand for good governance and equitable service to the people always serves as her main advocacy.
For the past 64 years (1948-2012), numerous ordinances have been enacted by the honorable members of the past and present Sangguniang Panlungsod of General Santos City to govern more than 594,446 residents (as of 2015 census). However, as time goes by, most of these ordinances have become obsolete, unmodified and unsystematic. Others are duplicative and conflicting with one another. And most of these ordinances remain inaccessible to the public even with the current computer technologies. With its enactment, this significant milestone of legislation is the main legacy of the 16th and 17th Sangguniang Panlungsod to the city’s history and development.
2. THE SANGGUNIANG PANLUNGSOD WEBSITE
By Virtue of RESOLUTION NO. 575 SERIES OF 2011, AN ORDINANCE INSTITUTIONALIZING THE OFFICIAL WEBSITE OF THE SANGGUNIANG PANLUNGSOD, CITY OF GENERAL SANTOS www.spgensantos.ph. The resolution authored by Vice Mayor Shirlyn L. Bañas-Nograles and co-sponsored by Hon. Ronnel C. Rivera, Hon. Dominador S. Lagare III and Hon. Elizabeth B. Bagonoc. The website best serve users who need an all access pass to the various informations about the Legislative Department of the city. It is a conglomeration of facts and data on past and present SP Officials, Employees, Barangay profiles, Approved Resolutions, Enacted Ordinances, Schedule of Sessions, Consultative/Committee Meetings and other related official activities of the city. The website calls for participation; comments from viewers empowers people from all walks of life, regardless of status, principles and even political affiliation to be part of the reforms in the government thereby improving public service, encouraging transparency and accountability only with a CLICK of a finger.

4. SANGGUNIANG PANLUNGSOD FURNITURES AND FIXTURES
“Paperless transaction in every session of the Sanggunian Panlungsod will eventually happen.” As the Sangguniang Panlungsod gears on more innovative technological advancement in Local Governance, Vice Mayor Bañas-Nograles is positive on reforms for the present Council.

5. THE GENERAL SANTOS CITY PUBLIC LIBRARY
The library was created to cater the information needs of researchers and the likes, enhance literacy of the constituents of the 26 barangays of General Santos City and also to the nearby Municipalities, Cities and Provinces.
Library Collections, Equipment and Materials, System and Delivery of Services
Most of the collections are donated by Civic Organizations in the city and abroad, non-government organizations, national government agencies, foundations and other sources. The 70 % of the collections are from donations, 20% are from the National Library of the Philippines, and 10% procured by the local government. The customers can access information through general map (10 Division of Dewey Decimal Classification System) posted in the wall of the library or using KOHA open-source Integrated Library System.
Renovation and Others
Honorable City Vice Mayor Shirlyn Bañas-Nograles together with the support fund from Senator Manny Villar and the Local Government Unit of General Santos City. The General Santos City Public Library has been transformed into a newly structured building. Of such new features of the library, Integrated Library Management System using (KOHA) system which was introduced by the National Library of the Philippines, Information and Technology Division has already been installed for researchers to gain easy access scanning for Books/ Publications they need.
6. THE SP NEWSLETTER
The Sangguniang Panlungsod Newsletter is the Official Publication of the City Council of General Santos. The publication aims to feature relevant and recent events by the City Council. It promotes transparency and good governance in the Legislative Branch of the local government.
7. BIYAHENG BARANGAY
“To help and to serve the people of General Santos City.” In Vice Mayor Shirlyn L. Bañas-Nograles’ pursuit to serve the Generals, the Biyaheng Barangay Program was born to be of assistance to the 26 growing barangays in the City.

In partnership with Aangat Tayo Partylist, Vice Mayor Shirlyn L. Bañas-Nograles initiated the FREE CATARACT SCREENING AND OPERATION for all the citizen of the city so as its neighboring provinces and cities. The program helped almost 500 senior citizen’s with eye problem. Reading glasses are also given to those whom do not need an operation. 320 citizens of General Santos City were given emergency Philhealth and it was also in partnership with the Aangat Tayo Partylist. It was done to improve the lives of those that could not afford to seek medical attention and to provide sufficient means that the local government’s main concern is the welfare of its people.
9. TESDA SCHOLARSHIP PROGRAM
The Office of the City Vice Mayor in partnership with the RCR Foundation, TESDA, Aangat Tayo Partylist, KIWANIS International, Notre Dame of Dadiangas University Business Resource Center, Department of Labor and Employment paved the way for young and promising Generals to be in vocational associate degrees to become skilled workers in the field of:

2. Food Processing (Siopao Making)
3. Seminar on Basic Sewing
4. Skills Training and Business Management (Soap and Detergent)
5. Handicraft (Fashion Jewelry Making)
6. Meat Processing and Composting
7. Apron Making
8. Skills Training On Basic Massage and Herbal Liniment Oil Making
10. LIVELIHOOD PROGRAMS AND FEEDING PROGRAMS
To diminish child malnutrition all over General Santos City is the main purpose of the program. This cause for compassion of the Office of the Vice Mayor’s Office is in partnership with the RCR Foundation, Hon. Ruel D. Pacquiao, KIWANIS International, Notre Dame of Dadiangas University Business Resource Center, Barangay Health Workers, and volunteers. A total of 6, 100 beneficiaries had been assisted since 2011.
11. SANGGUNIANG PANLUNGSOD OPERATIONS REVIEW
The Operations review is conducted by all the different divisions (Vice Mayor’s Office, City Councilor’s office, Administrative Division, Legislative Services Division, Records Division, Journal and Minutes Division) of the Sangguniang Panlungsod present a year end accomplishment report.
City Vice Mayor Shirlyn L. Bañas-Nograles issued a memorandum defining the Physical Fitness Program for the personnel and officials of the Sangguniang Panlungsod of the City of General Santos. This was done in keeping with the Civil Service Commission’s (CSC) Memorandum Circular No. 08, Series of 2011, reiterating the Physical Fitness Program–“Great Filipino Workout” as provided for under M.C. No. 06, Series of 2011, requiring all agencies to adopt a Physical Fitness and Sports Development Program for government personnel. Two of the chosen activities set for the SP personnel and officials are Aerobics and Basketball. Aerobics sessions are held every Thursday, 3:30-5:00 p.m., at the SP Lobby while the Basketball games are scheduled every Friday, 3:30-5:00 p.m., at the City Covered Court. The former is open to both female and male SP personnel and the latter is only for the male staff. The sessions and games started in the month of October 2011.
CHAIRMAN OF THE COMMITTEE ON FISHERIES AND AQUATIC RESOURCES
- Passed 16 Resolutions in Support of the Fishing Industry of the City of General Santos;
- Authored the Ordinance Providing the Policy Guidelines in the Registration of Fishing Vessels Weighing 3 Tons and Below Pursuant to Executive Order # 305;
- Started the Crafting of the United Fisheries Code in Coordination with Sarangani Province;
- Spearheaded the Coastal Cleanup of Coastal Barangays; and
- Started the Rehabilitation of the Queen Tuna Park ( formerly Lions Beach ).
CHAIRMAN ON COMMITTEE ON TOURISM AND CULTURAL AFFAIRS
- Had worked for nine months together with the Volunteer-students and Teachers from Ramon Magsaysay Memorial College with the Research and Documentation of K’laja as a Historical, Cultural and Eco-tourism site;
- Passed a Resolution in the Sanggunian Recognizing K’laja as a Historical and Cultural site;
- Processed the Needed Papers and Other Requirements for the Declaration of K’laja as a Historical site by the National Historical Institute;
- Chaired Pasko sa GenSan in 2004; and
- Pushed for the Establishment of New Christian and Muslim Cemeteries.
CHAIRMAN ON COMMITTEE ON LIVELIHOOD AND BUSINESS ENTERPRISE
- Sponsored Livelihood Programs and Skills Trainings for Out of School Youth in Coordination with DOLE, TESDA and NGOs; and
- Sponsored Livelihood Programs for Women in Coordination with DOLE.

DISTRIBUTION OF READING GLASSES, One of Vice Mayor Shirlyn L. Bañas-Nograles’ advocacy is to cater the needs of the Senior Citizens, thus the distribution of reading eyeglasses was materialized. A total of 2, 000 reading glasses was distributed throughout the 26 barangays in the City. While under the PROGRAMANG KLARO of VICE MAYOR SHIRLYN L. BAÑAS-NOGRALES, MAYOR RONNEL C. RIVERA, HON. RUEL D. PACQUIAO AND BOBSLOR FOUNDATION, a total of 5, 904 reading glasses was distributed in General Santos City.

LIVELIHOOD TRAINING AND SEMINARS, The purpose of the Livelihood training and seminars are to provide real benefits to the community of the City. One of the key focus is to help the people in developing sustainable livelihood opportunities and be a part of the economic success of General Santos. Some of which training and seminars includes Electrical Installation and Monitoring Course, Food Processing - Siopao Making, Basic Sewing Seminar, Skills Training and Business Management - Soap and Detergent Making, Handicraft - Fashion Jewelry Making, Meat Processing and Composting and Skills Training on Basic Massage and Herbal Liniment Oil Making.
PERSONAL FUND FOR LIVELIHOOD
Vice Mayor Shirlyn L. Bañas-Nograles provided cash assistance as initial capital for the "Samahan ng mga Negosyanteng Nanay". Cash assistance of four thousand (4,000) pesos to the SAMAHAN NG MGA BABAENG NAGKAKAISA for the completion of the association’s Meat Processing and four thousand (4,000) pesos to the SAMAHAN NG MGA NEGOSYANTENG NANAY for them to start their own Bigasan
MEDICAL MISSIONS, Catered 300 Patients (Children, Adult and Senior Citizens) in Barangay Ligaya, together with Mayor Ronnel C. Rivera, Miss Imelda Papin and Eillen Papin
CATARACT SCREENING AND OPERATION, Catered 130 Patients screened for cataract and; 96 patients successfully operated in Partnership with Lamp Foundation.
DISTRIBUTION OF WHEEL CHAIR, 40 recipients from General Santos City in Partnership with KALINGA Party list and RCR Foundation
RESCUE OPERATION AND ASSISTANCE FOR VICTIMS OF NATURAL CALAMITIES, Together with several Partners to aid the victims of Natural Calamities, Vice Mayor Shirlyn L. Bañas-Nograles ensures that victims acquires their needed help and support from the Local Government of the City.
