Chapter I

Management of all Parks, Plazas and Playgrounds in General Santos City

Section 1. There shall be a park manager under the Waste Management Office to ensure operations, maintenance, cleanliness and vegetation control in all the parks and plazas. City parks, plazas and playgrounds under this title shall include and located at the following:

Location
a.   Plaza Heneral Santos –  City Government Center, fronting City Hall (Formerly Carlos P. Garcia Park)
b.   Carlos P. Garcia Freedom Park –  City Government Center, fronting MSU High School (Formerly Oval Plaza/ Freedom Park)
c.   Children’s Park –  City Government Center, within Carlos P. Garcia Park
d.   Pioneer’s Park –  Along P. Acharon Boulevard, Barangay Dadiangas West (Formerly General Santos Park)
e.   Hadano Park –  Junction of Hadano Avenue and National Highway, Brgy. Labangal
f.    Queen Tuna Park –  Along P. Acharon Boulevard, Brgy. Dadiangas South (Portion of Magsaysay Park)
g.   Founding Mayor’s Park –  Junction of P. Acharon Boulevard. Irineo Santioago Boulevard and Jorge Royeca Avenue

Section 2. All electrical lights in parks and plaza will be operated by the General Services Office. Switch on is at 6:00 p.m. and switch off is at 5:00 a.m. daily.

Section 3. Repairs and maintenance of electric and water utilities at the parks and plaza shall be undertaken by the City Engineer’s Office.

Section 4. Sound system, particularly at the Plaza Heneral Santos, shall be controlled by assigned personnel from the City Mayor’s Office. Music shall be turned on at 5:00 a.m. and turned off at 10:00 p.m. daily.

Section 5. Security at parks and plazas shall be provided by the Civil Security Unit, City Mayor’s Office.

 

Chapter II

Prohibition on the Use of Plaza as Place for Gambling or Vice

Section 1. It shall be unlawfull for any person or persons, association, partnership or corporation to use any public plazas or parks for gambling purposes or any game of chance or vice.

Section 2. No permit shall be issued allowing the operation or playing of any game of chance or gambling of any form within the places mentioned in Section 1 hereof, except during town fiestas, City Character Anniversary and foundation day celebration.

Section 3. Any person found violating Section 1 hereof shall upon conviction be punished by a fine of One Thousand Pesos (P1,000.00).

 

Chapter III

Parking of Vehicles in Non-designated Areas of  Parks, Plazas and Playgrounds

Section 1. The parking of all kinds of vehicles in non-designated parking areas of all parks, plazas, and playgrounds is hereby prohibited.

Section 2. The Civil Security Unit shall implement this Ordinance and place the necessary signs and corresponding penalty in designated and non-designated parking spaces for purposes of public notice.

Section 3. Any violation of this Ordinance shall subject the offender to a fine as follows:

First Offense: P500.00
Second Offense: P1,000.00
Third Offense or subsequent offenses: P2,000.00

Where the violator of this Ordinance does not contest his/her apprehension and elect to pay the fine imposed by this Ordinance, the enforcement officer shall forthwith issue a citation ticket to the person apprehended without resort to the Court. The citation ticket shall state or contain (a) the name, signature, age and address of the person apprehended, (b) the material facts obtaining in the commission or omission of the crime defined and penalized under this Ordinance, (c) the amount of fine which is payable in favor of the City Government of General Santos, and (d) notice requiring the person apprehended for extrajudicial settlement of his/her violation by paying the prescribed fine at the Office of the City Treasurer within ten (10) working days from issuance thereof, otherwise, appropriate complaint shall be filed against him/her with the appropriate government agency such as the City Prosecution Office, for the filing of appropriate charge against him/her with the Court of law.

 

Chapter IV

Use of Carlos P. Garcia Freedom Park

Section 1. Four wheel vehicles, motorcycles and bicycles are hereby prohibited from running around the track and inside Carlos P. Garcia Freedom Park from 4:00 A.M. to 8:00 A.M.

Practice driving shall not be allowed anytime inside Carlos P. Garcia Freedom Park.

Section 2. The Civil Security Unit shall implement this ordinance and place the necessary traffic signs and corresponding penalty in the aforesaid area such that four-wheel vehicles, motorcycles, and bicycles shall not enter thereat.

Section 3. The shoulder along Matalam Street shall be designated as parking space for vehicles of those utilizing the said park and its track from 4:00 A.M. to 7:00 A.M.

The City Government shall provide adequate security facilities and services for the safety of the users of Carlos P. Garcia Freedom Park on the particular time aforementioned.

Section 4. Carlos P. Garcia Freedom Park may be used for special occasions or venue for city celebrations. Activities to be conducted thereat should be approved by the City Mayor.

Section 5. Violation of this ordinance shall subject the offender/s to a fine of P500.00.

 

Chapter V

Use of Queen Tuna Park

Section 1. The queen tuna park is open from 5:00 a.m. to 10:00 p.m. daily. Swimming is allowed up to 6:00 p.m. only.

Section 2. Cottages thereat are free of charge.

Section 3. Cooking or smoking are allowed at designated areas only.

Section 4. Alcoholic beverages and gambling are prohibited within queen tuna park premises.

Section 5. Cleanliness and orderliness should be maintained at all times. Wastes should be properly segregated.

Section 6. There shall be no bathing of pets in the beach.

Section 7. The management shall not be liable for any lost items.

Section 8. Lifeguards are in station between 5:00 a.m. to 6:00 p.m. Parents should watch over their children.

Section 9. Violation of this ordinance shall subject the offender/s to a fine of P500.00.

 

 

CHAPTER VI

Use of Plaza Heneral Santos

Section 1. Plaza Heneral Santos shall be open to public daily up to 12:00 midnight.

Section 2. Stepping on the grasses and picking the flowers/plants are prohibited.

Section 3. Smoking and bringing in of alcoholic beverages are prohibited within the premises.

Section 4. Cleanliness and orderliness should be maintained at all times. Wastes should be properly segregated.

Section 5. Jogging and any form of fitness activities may be allowed inside the plaza on designated pathways/walkways only.

Section 6. Other activities to be conducted at the Plaza Heneral Santos should be approved by the city mayor.

Section 7. Designated parking spaces should not be used for other purposes except for parking of vehicles.

Section 8. Urinating outside the designated toilets is strictly prohibited.

Section 9. Violation of this ordinance shall subject the offender/s to a fine of P500.00.

 

CHAPTER VII

Use of the Children’s Playground

Section 1. The children’s playground shall be open to the public every Fridays, Saturdays and Sundays, from 8:00 a.m. to 5:00 p.m.

Section 2. Children up to 12 years of age are allowed inside the playground and make use of the facility. Children should be accompanied by their parent/s or guardian/s.

Section 3. Smoking and bringing in of alcoholic beverages are prohibited within the premises.

Section 4. Cleanliness and orderliness should be maintained at all times. Wastes should be properly segregated.

Section 5. Vendors are not allowed inside the park premises.

Section 6. Activities to be conducted at the children’s playground should be approved by the city mayor.

Section 7. Urinating outside the designated toilets is strictly prohibited.

Section 8. Violation of this ordinance shall subject the offender/s to a fine of P500.00.

 

Chapter VIII

Dry Docking of Sea Crafts at Magsaysay Park

Section 1. The dry docking of sea crafts along the customs area at Magsaysay Park is hereby prohibited.

Section 2. Any person found violating this ordinance shall be punished by a fine of Two Thousand Pesos (P2,000.00) for the first offense, Three Thousand Pesos (P3,000.00) for the second offense, Five Thousand Pesos (P5,000.00) and imprisonment of one (1) year for the third and succeeding offenses.

    I very thankful that I found these pages of street naming, considering that the sponsor of resolution in naming the streets of News Society, Barangay Apopong is not doing his/her home works.
    The proponent is naming the streets without historical values and no relevance at all.
    Naming the streets after the a name of person without an iota of contribution to the welfare of the people is very disgusting. The proponent maybe is lack of historical background of the said barangay or maybe is naive nor ignorant in doing his job.
    Pity to those people who died by serving the community ever since and fade away without honoring their name against those people who died without any good deeds living to the community.
    Now here we come! they are honored by naming the street after their names, How dare You!
