Chapter I

Management, Maintenance and Utilization of Sports Facilities

Section 1. This Ordinance shall be known and cited as “An Ordinance Establishing Policies and Guidelines in the Management, Maintenance and Utilization of Sports Facilities (Carlos P. Garcia Park Gym, Antonio C. Acharon Sports Complex, General Santos City Gymnasium, and General Santos City Lawn Tennis Court) and equipment owned by the City Government of General Santos”.

Section 2. The Sports and Games Development Division, under the Office of the City Mayor, shall manage and supervise the maintenance and stewardship of all sports facilities and equipment owned by the City Government of General Santos. The City General Services Office shall provide the Office of the City Mayor list of all City sports facilities and equipment, and subject the latter to an annual inventory.

Bookings shall be handled by a booking clerk on a first come first served basis, except to an activity conducted by the City Government or National Government.

A logbook or record on the use of City sports facilities and equipment shall be maintained by the booking clerk indicating the following, viz.:

  • Agency or organization;
  • Date and time of request;
  • Date and time the facility or equipment will be used;
  • Facility or equipment to be used;
  • Contact number of requisitioner.

Section 3. There shall be a trust account created for the CitySports and Games Development Division where payment of all rentals on sports facilities and equipment shall be deposited and accounted for the exclusive use of sports development program of the city.  Payment for rentals of City sports facilities and equipment shall be strictly on cash basis. The amount that may be collected therefrom shall be deposited in said trust account.

Section 4. A logbook containing the list of all rental and other fees for the use of City sports facilities and equipment shall be maintained by the Supply Officer of the City Sports Division, indicating therein the agency, organization or entity who utilized the City sports facilities, the equipment utilized, services used, and the amount paid. A weekly report of the income generated from rentals and other fees shall be submitted to the Chief of City Sports Division.

Section 5. The following shall be the schedules of rental and other fee for the use of City sports facilities and equipment:

Daytime Rate

B. ENTRANCE FEE

There shall be imposed an entrance fee in the amount of five pesos (P5.00) per individual/client to be collected upon entrance to the sports complex.

C. ISSUANCE OF RECEIPTS

Every client/individual who pays the corresponding amount in full shall be issued a receipt upon payment thereof.

Section 6. No reservation or booking for the use of City sports facilities or equipment shall be accepted without paying the fifty percent (50%) of the total amount of rental thereof. The remaining balance of fifty percent (50%) shall be paid on or before the scheduled date of activity, otherwise, such reservation shall be deemed cancelled and the down payment forfeited.

Section 7. The following events and/or persons are exempted from paying rentals and other fees but still subject to recording and signing of special contracts to be formulated by the City Sports Division:

  1. Practice of athletes who are under the listing of General Santos City Sports AND GAMES DEVELOPMENT Division, Commission Of Higher Education, National Sports Associations, Or Philippine Sports Commission.
  2. Sports activity and other activity of the City Government of General Santos;
  3. Sports activity conducted by the Department of Education.

Section 8. The following rules and regulations shall apply in the utilization of City sports facilities and equipment:

  1. Maintenance of sanitation and cleanliness is enjoined at all times when using the City sports facilities.
  2. Smoking is absolutely prohibited inside the City sports complex, especially at the bleachers and at the rubberized track oval
  3. Carrying or bringing of firearms, bladed or deadly weapon inside the premises of City sports complex and facilities is strictly prohibited;
  4. Bringing of prohibited drugs, liquor or other intoxicating substance inside the City sports complex is prohibited;
  5. No vendor shall be allowed to conduct business inside the premises of the city sports complex without a special permit issued by the City Sports Division and Permits and Licenses Division.
  6. Violators shall be dealt with severely to the fullest extent of the law.

 

Chapter II

Parangal sa mga Manlalaro Program

Section 1. There is hereby established in the City of General Santos the Parangal sa mga Manlalaro Program to honor and provide incentives to the persons who excel in the field of sports.

Section 2. The Parangal sa mga Manlalaro program shall be conferred only to person or team:

  • Who, or the total membership thereof, is a resident of General Santos City;
  • Who acquired a new title or successfully defended his/her/their current title in professional sports competition, or has won gold, silver or bronze medal in any regional, national or international amateur sports competition; and
  • Who submit certificate of award as proof of winning the competition.

Section 3. The search for the outstanding athlete or team who may be conferred the Parangal para sa Manlalaro shall cover the month of January to December of every year.

The Sports Division of the City Mayor’s Office may process cash incentive for the medalists immediately after presentation and submission of necessary documents thereto, while the giving of plaques and/or certificates shall be on the second week of December of such year.

Section 4. The following shall be the schedule of incentives for the corresponding medal or title:

A. Professional Level

World Title                   –           P30,000.00

International Title         –           P20,000.00

National Title               –           P10,000.00

B. Amateur Level

a.) Regional Competition

Gold Medal               –           P1,500.00

Silver Medal              –           P1,000.00

Bronze Medal            –           P   500.00

b.) National Competition

Gold Medal               –           P3,000.00

Silver Medal              –           P2,000.00

Bronze Medal            –           P1,000.00

c.) International Competition

Gold Medal               –           P15,000.00

Silver Medal              –           P10,000.00

Bronze Medal            –           P  5,000.00

Only winners of the competitions sanctioned by the Philippine Sports Commission involving Regional and National levels shall be given cash incentives.

The coach or trainor shall also receive cash incentive as provided in this ordinance twice the amount representing the highest medal garnered by the athlete or team he/she handled.

Section 5. The Office of the City Mayor, through the Sports and Games Development Division, shall formulate the necessary rules and regulations in the effective implementation of the provisions of this Ordinance.

 Section 6. The budgetary requirements necessary for the implementation of this Ordinance shall be allocated in every Annual Budget of the City of General Santos.

 

Chapter III

Awards for Children and Youth Excellence Program

Section 1. There is hereby established in the City of General Santos the Awards for Children and Youth Excellence Program (ACYEP) who excel in the fields of leadership, academics, literature, culture, and the arts.

Section 2. The Awards for Children and Youth Excellence Program (ACYEP) shall be available only to person:

  • who is seven (7) to thirty (30) years of age;
  • who is a resident of General Santos City; and
  • who won in any competition that has regional and/or national qualifying levels, or a recipient of prestigious award in the field of leadership, academics, literature, culture, or the arts, or topped the Bar or any licensure examinations: Provided, that such competition or award must be sponsored or given by the government or a private party in partnership with any government entity.

 

The program may be conferred also to group of persons who compete in a contest requiring the participation of at least three (3) individuals per group.

Section 3. The YADO of the City Mayor’s Office may process cash incentive for the awardees immediately after presentation and submission of necessary documents thereto.  Awardees of the program shall be given six (6) months from the date of winning, award or result of examinations within which to file their claim, otherwise the incentive shall be deemed forfeited.

Section 4.  The following shall be the schedule of incentives pursuant to this Ordinance:

I – International Competition:

II – National Competition:

III – Regional Competition:

VI – Bar or Licensure Examination:
Top 1,2 and 3 15,000.00

Section 5.
The Office of the City Mayor, through the Youth Affairs and Development Office, shall formulate the necessary rules and regulations to implement the provisions of this Ordinance.

Section 6. The budgetary requirements necessary for the implementation of this Ordinance shall be allocated in every Annual Budget of the City of General Santos.
