Newly-installed IPMR Cawayan attends SP Regular Session


January 9, 2018 - Hon. Lucio D. Cawayan, Sr, the IPMR, attended the 67th Regular Session of the 18th Sanggunian at SP Building last Tuesday, January 8, 2018.

The members of the Council, headed by Vice Mayor Shirlyn L. Bañas-Nograles, welcomed the new IPMR with gladness as the selection and installation of Hon. Cawayan as IP Representative is a fine addition to the members of the City Council as it will encourage a maximum participation of IPs in the local legislative process in optimizing an efficient and effective governance.

Moreover, the selection of the new IPMR is a manifestation of the importance of their role in the community in line with the constitutional mandate as stipulated in the Constitution that the State shall recognize, respect and protect the rights of IPs to preserve and develop their cultures, tradition and institutions. The rights contemplated shall be considered in the formulation of plans and policies of the local governance.

The councilors even encouraged the new member of the city council to be like a bamboo (cawayan). With the issues and problems affecting the IP community, he is expected to be pliant like a bamboo – being symbolically compared to a Filipino character, it has flexibility, endurance and harmony with nature. It bends with the wind, but can survive the storm.

Finally, Hon. Cawayan is very positive that these issues and problems will be given proper attention by working hand-in-hand in attaining future goals. (Contributor: Mark Alagbay)
