January 19, 2018 - General Santos City Vice Mayor Shirlyn L. Bañas-Nograles and Department of the Interior and Local Government City Director Atty. Rochelle Mahinay-Sero gave out awards of special citation last January 16, 2018, during her privilege speech at the 68th Regular Session of the Sangguniang Panlungsod, to the most outstanding local legislators, staffers, and employees for their sterling accomplishments in calendar year 2017.
Vice Mayor Bañas commended the entire 18th City Council for its sterling performance for 2017: one thousand and ninety-eight (1098) resolutions passed and seventy-six (76) ordinances enacted - the highest recorded ever in the history of the city legislative.
The Sanggunian had 123 resolutions regarding Economic Legislations (Competitiveness), 122 resolutions regarding General Administration Legislation (Good Governance), 305 resolutions regarding social legislations (Livability), one internal resolution, and 547 resolutions for miscellaneous legislations.
On the other hand, a total of seventy-six (76) ordinances have been enacted by the Sangguniang Panlungsod, with 40 of these being social legislations, 16 of these as general administration legislations, 3 economic legislations, and 17 appropriation ordinances.
For the entire year, the Sanggunian conducted a total 498 committee hearings & consultative meetings, and 289 joint committee hearings and consultative meetings, conducting a total of 787 hearings and meetings.
“Of all city councils that I have been given the privilege to preside over, may I just say that this team – a team composed of advocates, educators, doctorate-degree holders athletes, entrepreneurs, and lawyers: just some of the brilliant minds of our community – is one dynamic and energetic set of local legislators I have seen,” she said.
The Vice Mayor then proceeded to give out the plaques and certificates of special citation to the awardees.
Four city councilors were given Plaques of Special Citation for achieving perfect attendance in all forty-six (46) regular sessions of the Sangguniang Panlungsod for 2017: Hon. Jose Edmar Yumang, Hon. Lourdes Casabuena, Hon. Ramon Melliza, and Hon. Rosalita Nuñez.
Hon. Rosalita Nuñez took home another Plaque of Special Citation for authoring the highest number of ordinances among the members of the 18th Council, while Hon. Vandyke Congson took one for attaining the highest number of attendance in the various Executive-Legislative meetings, City Development Council meetings, and Sanggunian meetings.
Hon. Jose Edmar Yumang took another plaque for conducting 225 committee hearings and consultative meetings, the highest among the officials, while Hon. Jose Orlando Acharon got a plaque for attaining the highest attendance in the committee hearings and consultative meetings of the SP. Hon. Elizabeth Bagonoc took a certificate of special citation for getting the next highest attendance in the said hearings and meetings.
Vice Mayor Bañas also handed out plaques and certificates to the best performing employees and staffers of the Sanggunian. Mr. Antonio Padilla from Hon. Rosalita Nuñez’s office took home the Most Outstanding Local Legislative Staff, while Mr. Jick Daniel, Jr. got the Most Outstanding Staffer of the Office of the Vice Mayor. Mr. Steward Ang, Ms. Ma. Lovella Gindap, and Mr. George Tapel also received certificates in recognizance of their performance in the Sanggunian.
Finally, staffers from the Office of the Vice Mayor were also recognized for their performance in the function of the office: Ms. Melanie T. Gonzales, Ms. Mary Grace J. Amarilliento, Ms. Nena T. Oftana, Ms. Regina C. Datulayta, Mr. Artiso M. Caliaga, Mr. Jofinnel B. Orcullo, Mr. Roy A. Tagalogon, Mr. Genaro D. Balofiños, Mr. Hezekiah Kit S. Canlas, and Mr. Bryan V. Tuasic.
In the same SP session, the members of the council passed a resolution, on joint sponsorship, that expressed its “highest form of commendation and citation” to Vice Mayor Bañas for her “outstanding leadership which led to the excellent performance of the 18th Sangguniang Panlungsod.
The members of the 18th Council thanked the Vice Mayor for “being in the forefront of legislative process,” steering the deliberations of the council “with her keen grasp of parliamentary rules and procedures which resulted to the enactment of quality and superior pieces of legislations.”
