The Hon. Vice Mayor Shirlyn Bañas, upon the invitation of the House of Representative’s Committee on Local Government, attended the committee hearing for House Bill 4678 entitled “An Act Creating The Lone Legislative District of the City of General Santos.” , last February 14, 2017 at the Speaker Nograles Hall, House of Representatives, Quezon City, Metro Manila.
VM Bañas articulated the position of the city expressing support to HB 4678 pointing out that it is high time for GenSan to be a lone legislative district given that as early as 2000, its population, as per official census, stands at 412, 000 or beyond the constitutional requirement of 250, 000. The latest 2015 Census puts the population of General Santos City at 594, 000.
The 1987 Constitution under Art. 6 Sec.4 mandates that within three years following the return of every census, the Congress shall make a reapportionment of legislative districts based on the standards provided .
VM Bañas likewise pointed out that GenSan’s Sangguniang Panlungsod for over 21 years, has passed numerous resolutions requesting the Philippine Congress to passed a law which would create the lone district of General Santos City.
VM Bañas was joined by the Hon. Franklin Gacal Jr. and SP Secretary, Atty. Rosendo Roque.
Currently, General Santos City is part of the 1st Legislative District of South Cotabato along with the municipalities of Polomolok, Tupi, and Tampakan. – JBS
